Which one carries more value? A research paper in a Scopus Indexed conference proceedings or the same paper in a Journal without Scopus indexing?

I am looking for the suggestion among which one to pick from the above two categories for a research work.

Dear Rafid Sobhan,

Firstly, If you want to submit your paper in a journal that doesn't have Scopus indexing but has some other impactful indexing (e.g. any core collections of WOS) then this type of journal might be better than a Scopus indexed conference proceedings. On contrary, if you are thinking of a journal that doesn't have any big indexed (Scopus and/or Web of Science) databases then a Scopus indexed conference proceedings is better, in my opinion.
