the question is too general to be answered. which compounds? what type of surfactant? which environment? in which size range? eventually 2D and 3D are the same at some point.

In case of maximum semiconducting materials, PL properties enhanced by decreasing particle size due to increase in surface area of nano-particles. On the same way luminescence of perovskite particles also increases with reducing their size. That,s why quantum dots (i.e. 0 D material) has excellent luminescence property than other (3D, 2D) perovskite materials.
