IMO easiest way is microwave synthesis.. I developed some microwave techniques to synthesize CNTs on graphene substrate....

Can you make the question a bit more clear. Graphene-CNT in a polymer matrix or just graphene-CNT?

So, it seems that you are looking for ways of hybridization between graphene and CNTs (not in polymer matrix). In this case, the previous paper suggested by Pr. Alain Celzard along with other references may help you:
