Water jackets are much more preferable to use. Heat jackets have a problem of not reaching the whole circumference of the reactor thereby not adequately heating the reactor in a manner that is suitable

Water jacketed reactor with good mixing could reach a constant temperature. However, the type of controller used should have fast response to any change in the temperature from the set point. 

Hola Manuel, once the fermentation temperature is achieved, there are small variations during the culture, so little heating inputs would be done, for that any of the heating system is adequate, having in count that sterilization is done in one autoclave. (for bioreactors untill 5 lt.)

Water jacketed reactor you may face a problem of scaling and thereby heat transfer efficiency would drop and it will also affect the visibility in a glass reactor. I feel inserting heater in the reactor for better control of temperature would be a better choice if a vessel designer is able to design your fermenter vessel.

The selection depend on the  metabolic heat of your bacteria and therefore of the need to control the temperature.  The type of biorreactor (configuraction)  defines the chilling power,  It´s necessary  to do tha energy  balance  of your system and compare if the  chilling system biorreactor suplly  your needs. You can  analyse the  heat surface area of the two configurations and your control requiriments  (controllability, speed ,and others)

I think both are fine if you cultivate cells under low cell density (even I usually prefer double jacket one as the culture will be more visible). The problem start for choosing which is better in case of: 

1- High cell density cultivation for yeast and bacteria (as cells will produce heat, and increase temperature accordingly). 

2- Cultivation of recombinant E. coli with thermoinduction system (in this case you need very good design to support high heat transfer and also good control system). 

In these two above cases, if not using stainless steel double jacketed bioreactor, I recommend to use the glass single walled reactor with stainless steel bottom for high heat transfer from the company New Brunswick-Eppendort of Bioflo 310 and above. This to support high heat transfer and also minimize any high heat oscillation  during thermo-induction (rapid increase of heat from 37 to 42) during recombinant E. coli cultivation especially under high cell density.
