I am from an underdeveloped country. Going abroad a saw societies that I think were "better" than mine. I starting comparing the behaviour of individuals in society and saw several differences. What you opinion?
You mention empathy. I have the impression that more happier, wealthier and non violent societies have a high degree of cooperativity among his citizens. It is impossible without empathy
I the same line I have observed that in some societies the degree of trustiness the citizens have with each other is very variable. What Do you think about in your country?
There is a joke that brazilians make (masochistically) with themselves: Someone notices that Brazil is the best place in the world : no hurricanes, plenty of fresh water, one of the most rich biodiversity in earth, sun all the year, cultivable soil.
The same person asks God: this appears to be injuste. Why are there so much to some ? God asks: Do you saw the people I put there?
This joke is the result of a perplexity our society has with its own incapacity to resolve its own problems.
There is individual behaviour, individual intelligence but there are collective behaviour and collective intelligence.
I think that very improbable that an individual could change the general behaviour of a society even having him or her a different upbringing.
I just mention a behaviour from a majority that it is self spreading : individualism.
Individualism generates competition and competition untrustiness. A cooperative individual in a highly individualistic society has no chance: it needs to be competitive.
I think that in some societies the people acquired the notion that it is more safe and productive to be cooperative than trying to have higher benefits than the others.
It is not a question of altruism or ethics but a more intelligent strategy.
How to change the collective culture of one behaviour to another?

I would like to say before my comments that we have a SCIENTIFIC fact: all of us are humans but not necessarily equal. All, in reason of humanity, before all, we have the same rights and deserve the same empathy of all.
It is a complex issue, as several variables are involved: climate, culture ( including here religion), history, intelligence, education, economic status, age of individual, diseases etc . Several of these could be associated turning the problem extremely difficult or impossible in exact terms. Eventually we could solve it qualitatively.
Commenting about CLIMATE.
If we see the world TODAY the most social egalitarian societies are in regions of temperate or cold temperature. Certainly temperature has, for example, important effects on learning. A recent study in US shown that there was a inverse oscillation of student apprenticeship with temperature.
Someone could argue that in the past we have the dominant civilizations in tropical or mediterranean areas: Egipt, Greece, Persians, Rome, Arabians, Turks and Iberians. Indeed the civilization was born in Mesopotamia a hot climate area.
On the other hand is very difficult to make a comparison of our world now with of theirs.
Probably that way of life is not now the best to manage our social environment . Are that one of more developed countries today more adapted to new world ?

You are right in a sense that this is the very first step, but remember, we have to be in the other human being situation to known his action, how he is feeling. In this question group behaviour is fundamental. I believe that we also known myself better interacting with others. A life process.
I think that a point needs to be discussed : the very probably dangerous role of INSTITUTIONAL RELIGION . If we see in https://www.worldatlas.com/articles/least-religious-countries-in-the-world.html it appears that societies no so much linked in institutional religion are more developted, probably not losing themselves in no real practical questions. The situation may be worse in countries with various sects or different institutional religions.
The most important part of every individual regardless of what the career in later life is the upbringing at home from parents or people who care for kids without one or both parents. If they nurture that person/kid in a manner to respect everyone the way they are and be peaceful at all times and resolve issues with dialogue and forgive and forget and overcome the quarrel or issue. If the kid is taught to work together with people to make their environment better then those kind of people and behaviour will build a proper country. To give examples, there are many around the world and perhaps its hard to say that a perfect country exists but there are cities at least that are well organised and planned where law is the rule for everyone and everyone respects it. It can go on to give the full answer but this is part of the foundation...and religion plays a part in education of every person constructively. Nothing can really be pointed at as being the reason for failure except the wrong, unjust and unethical behaviour whatever and wherever committed. A short view of how it can be good but to apply it in practice is a challenge.
There is an very important aspect : the age this ideology is teached and how is done.
We humans are susceptible to phenomenon of imprint ( see the classical figure of K lorenz followed by young ducks as he was their mother). Teaching religion children at very young age imprint their minds with many pseudo truths. An
other aspect : our PARENTS do that , we have then an extremely strong emotional charge on this DANGEROUS IMPRINT. Some will never be able to be free of it!
Religion teaching should be prohibited at early ages of man.
We need to tech scientific thought to children ( see above). Later they will ( choose not to be imprinted) or not religion as a explanation to the world.

Unfortunately is a very spread phenomenon in most every house. See for example the strong surge of Christian orthodox after fall of communism.
All ideologies and in particular religion is extremely able to insert in our mind these pseudo truths that have the effect of acting as incostestable axioms!
This extremely dangerous as conduct straight to fanaticism and intolerance!
Citizens must be able to trust the government and the state (the authorities, the police, the judiciary). If the state and government are corrupt, this is not the case. Human rights should be respected, e.g. free media coverage. The fight against gangs and crime must be successful so that the security of the population is guaranteed. The state should offer sufficient income opportunities for all citizens: sufficiently qualified teachers and schools, a lively economy and - in case of illness or unemployment - social support.

The first one if I understand is conformism .
One thing that I think that distinguishes an evolved society from a less developed socially is the trustfulness that one citizen has in another. This in my impression is too much higher in more developed countries.
I live in a multicultural and multi ethnic society with great differences in educational backgrounds ! These in some way are complicating aspects to a better more unified action to transform the society.
European countries and other developed countries have taken a very long process of suffering to reach where they are, but the world is becoming smaller and my situation briefly will be that of world.
How could we using the lessons of the past could better transform this kind of society without so much suffering?
