In the context of Bangladesh, almost 66 percent of kids are not proficient in basic literacy. Numerous factors include insufficient funding, a shortage of trained teachers, biased social practices, a lack of community involvement and corruption.
Basic literacy and/or pluriliteracies are a key factor, learners need competences such as this in order to negotiate complex learning contexts and settings and be able to continue learning throughout their life. Another key factor is teachers initial training that in many cases is based on programmes and ideas that were already obsolete years ago..

Considero que llevar la tecnología al docente le ayuda a potenciar resultados si tiene una capacita ion permanente en temas diversos apoyándose en la rueda de la pedagogía, pues esta aporta múltiples recursos utilizables en el aula, pero todo esta supeditado a factores como equipamiento y colectividad.
You can adopt a top-down plus bottom-up approach to address this general question; for the former, it is your country, ministerial level officials, high-ranking policymakers affecting education quality in primary schools (and the whole education system)... their macro-level national level road maps (for economy, science & technology, international trading, socio-cultural issues, globalization agendas ...) will considerably affect the issue.... As for the latter, how such agendas/plans/policies are perceived and implemented at the de-facto level is also important.... admittedly, these two are intertwined and situationaly embedded...
