I'm looking for the best database available with the chemical properties such as viscosity, thermal conductivity, surface tension, and PVT data.
I've got yet DIIPR database, but I'm looking for an other database for comparison of data, and with much more experimental values.
What is your experience about Dechema, Fiz Chemie, Nist database, Determ?
Which is the best one? Consider that DIIPR is quite chip, and I can't spend a lot of money!

What are you trying to do with the data? That will give a lot of guidance as towards the best tool
The principal scope is physical properties, such as thermal conductivity.
ButI'm also interested on equation of state that perform PVT data.

Saipem is a very good farm! One of the best italian company. I'm studying the behavior of some hydrocarbon changing the EOS. In particular one equation of state named CDS (Carnahan-Starling-DeSantis Equation of State).

The Dortmund Data Bank (DDB) is the worldwide largest data bank for thermophysical properties (pure component data, phase equilibria, excess properties, transport properties, etc.). Yearly more than 500000 data tuples are added. An Explorer Version of DDB is available free of charge via the home page (www.ddbst.de).

DDB is a database of experimental data, and Juergen is quite correct that it is quite comprehensive, though with great comprehensiveness comes great cost.
If you want correlations, again, check out CoolProp. We've got everything that has been published in open literature.
DDB contains experimental data, e.g. more than 3400 data sets for surface tensions tensions and more than 3900 data for thermal conductivities of mixtures. For pure compounds the number of data sets is still larger.
CRC Handbook of Chemistry and Physics is one of the best options.
I am currently using NIST package for all thermophysical properties. It is quite good and covers almost all the properties which you have mentioned.
