You don't say if you want to make microemulsions (self-emulsifying) or nanoemulsions (using milling by homogenization or a microfluidizer). For microemulsions, try Tween-80 and Cremophor EL in a 2:1 weight ratio to start, and see if peppermint or spearmint oil works for you. If you are using instruments to mill the emulsions, try castor oil in a 1:1 wt ratio with the Tween 80.

In our work, we have developed microemulsions with Tween 80, and as oily phase, we have used pine oil and sunflower oil. Both of these oils resulted in good results in the microemulsion. Also, I believe you should try a solution of water and glycerol (1:1) as the aqueous phase.

'carrier oils such as olive oil and palm oil' this suggest that you want to make a water-in-oil emulsion? - then Span type surfactants are much more suitable. Nanoemulsions as all real emulsions are 2 phase, nevertheless you should be able to solubilize a small amount of water into the oil surfactant mixtures.
