For those who want to boost their solar production in the winter and the summer, and not just have their solar panel angle be fixed year-round, an adjustable racking system may allow for optimal solar electricity generation. By tilting the panels 15° steeper in the winter and 15° down in the summer, it’s possible to increase the amount of energy your system can capture during those seasons, but there are also a number of different ways of determining when and how much to adjust the angle on a solar array if a default 15° isn’t enough for you.
Following two are the effective methods to increase the solar PV panel efficiency,
1. Solar PV panel to be always normal to the incident solar radiation in order to extract maximum energy falling on it. Solar Tracking System is the most appropriate technology to enhance the efficiency of the solar cells by tracking the sun. This is pure mechanical setup. For full detail refer the publication titled "Intensity Based Dual Axis Tracking System", attached below.
2. MPPT (maximum power point tracking) circuit is purely electrical circuitry which is used to increase solar PV panel efficiency. In solar PV system the output voltage or current is tracked with the maximum power by using some power electronic circuitry.

As the saying of Sathish Dhandapani and others, it is suggested the following tilt angles: ∅ + 15° for optimum and ∅ − 15° (for summer and winter) or ∅ for optimum power production. However, it can be change according to many factors.
For example, in our study (DETERMINATION OF SOLAR COLLECTOR OPTIMUM TILT ANGLE FOR ANKARA AND DISTRICTS):
In Ankara, Turkey, fixed solar collectors are usually placed at slope of 40 degree. In this study, annual optimum tilt angle for Ankara province and districts was calculated as 34° however the optimum angles during the year were calculated between 1° and 67°. The results of this study are compared with similar studies in the literature they were found to be consistent with the results of similar studies. Also, the tilt angle was calculated for the six months periods as 15° and 56°, for seasonal periods (winter, spring, summer, autumn) as 62°, 23°, 6° and 49°, respectively and solar radiation for optimum angles of inclination were found.
In addition, you can find answer under a different topic.
What is the best tilt angle for a solar collector located at latitude 15 degree north? - ResearchGate. Available from: https://www.researchgate.net/post/what_is_the_best_tilt_angle_for_a_solar_collector_located_at_latitude_15_degree_north [accessed Nov 13, 2016].
This depends on the operating season of the system and the inter-panel distance. Generally, the tilt angles between 0 ° and 30 ° can minimize the shadow effect.
