if i kept a glass above 20mm from the PV panel to circulation of air for air heating, what will happend electrical efficiency of PV panel?
If you rise the temperature of the PV cells, the electrical efficiency drops.
Electrical efficiency may get effected but it depends on the size of the plant, in high power PV plant it is negligible amount only....In Germany and Iran many power plants are available with air preheating technology as you said....
air gap should be kept as low as possible the reason is due to when gap increases the radiation reaching the panel will gets increases

They said that "The present work is focused on the gap
configuration ..... The inclined surface is set at 15 degree and the air gap is varied from 10 to 250 mm with 10 mm increments. ...."
The presence of the air gap between glass and surface of the solar cells will lead to a slight temperature rise. As the gap increases the rise in temperature increases, therefore one do not leave any gap between silicon surface and glass.
