There are times that training programs, could either be at certificate, diploma or bachelor degree are designed/conducted as it is instructed/demanded by political/ executives with the notion that it the programs are to fulfill the aspirations of the nation's agenda. However, there are times that the programs may not be reflective to the society's needs and interests.

In my opinion both are equally important, but it difere by the approach from different point of view! First case is an individual/ organisational that express the needs, second approach/point of view starts from needs of society. There are two different levels, but still are possible linkages between them. So define what want to find firstly, then establish the others step-by-step.

your question brings up an important issue around what drives educational/training initiatives. This can be political and economic goals - increasing wealth and health of a nation by developing the right skill sets. However, defining these goals is itself a problem and needs to be disentangled from ideologically driven agendas. this can only be done through having robust debate between the major interests in society - employers, unions, educators, citizens and other interested parties.
From a pragmatic perspective, it depends on who is paying for the program. If students are paying for the training, then it will be very important for the society to be aware of and supportive of the program. If the state is paying for the program, it may survive lower levels of social support.
More concentration training should be to solve problems related with ability a person . Responsible to why , for what thing need to training. what is problem and which training need?
When nation's agenda is the pull factor, then the policy and directives are the only drivers.

Both political/executive directives and society's demands have to be considered while designing and executing a training program. Society's demand should always be given a priority.
Good question! I think if the executive directives are in line with the social demands, then they are equal impulses. However, at times the directives seem to be independent of social demand and instead focus on political pressures or internal concerns. I think this second option is detrimental to a long term program.
Where political directives do not align with societal demands, the latter should assume priority. After all if political interests go against societal needs, they will remain at the service of a few individuals or a specific group that exploits power for its own gain. When, on the other hand, there's a significant overlap between the two, I don't see any serious problem in going for what you called the executive directive.
