If you want to compare the reactivity of NHS vs sulfo-NHS I think sulfo-NHS is a bit more reactive but that should not make a big difference in regular application, both should react very quickly. The big advantage of sulfo-NHS is the solubility in water up to a concentration of 10mM. Here you should keep in mind that NHS-ester have a high reactivity to hydrolysis strongly depending on the pH. pH increases the reactivity towards every nucleophile so avoid opening the reagent while its cold and avoid high pH in the stock solution. Best would be the use of anhydrous solvents to solve the NHS-ester freshly e.g. dry DMSO, dry DMF, dry Acetonitril.
