My research topic is related to cultural tourism in a known and unknown heritage centers. The already known heritage sites are known and there are also unknown. I will use both qualitative and quantitative research approach where the qualitative one will be mainly use FGD, Participant observation, case study and interview (mainly to respondents around the sites and institution). For the quantitative approach both domestic and international tourists will be the target population. However, they are unknown. Which formula is helpful for this type of study?

It sounds like tourists, not sites, are your unit of analysis. If so, you should use the internet to locate "sample size calculators."
When you do that, you will discover that almost all sampling approaches "converge" on the same size as your population becomes very large. In that case, the variation you expect within your sample and the degree of precision you desire have much more impact on the sample size than the population size. So, you have very little to lose by simply treating your population size as "infinite."
Of course, you may want to using "cluster sampling" to collect responses by site, but that is a different matter.
