The most important for me:

1) title and keywords

2) quality of abstract

3)journal reputation

Me - doesn't that depend on what is most critical for the task at hand? For instance, is it to improve personal knowledge, is it to improve the knowledge of others, is it for evidence-based practice, is high quality paramount or not etc? Andrew and Parinaz's comments are very relevent - but 'purpose' will usually affect what are the most important criteria - in some sort of rank order.

I do have a list of criteria, from a paper I wrote with my supervisor a few years ago - "Subben's checklist" (link to paper below the list):

1. Relevance - motivation, need, benefit; why interesting?

2. Background - history, state of the art; framework, delimitations

3. Motivation - lack in existing knowledge or methodology

4. proposal of actions in order to remove the lack of existing knowledge or methodology description of the research question(s) considered

5. Hypothesis - presentation of the new contributions to science

6. Realisation - presentation of the new contributions to science

7. Analysis - validation of results, conclusions, consequences; future research opportunities

8. Method(ology) - choice of research methodology

Good reputation, perhaps - as measured by the number of reads, or citations.

For me I will select a paper if it is relevant to what I need, published in a high impact journal, we'll-designed, and the methods used are valid, and the authors have answered the research question.

besides the intention of use, the impact factor, the jcr rank, and the index (SSCI, SCI, EI, etc) of the journal in which the paper is published can be a measure of quality.
