I would say that at least 50% of journals are free, and it is only when you want to publish open access that will be charged as page fee. Hence, you need to identify journal relevant to your topic (especially those that you sited in your paper) and then go to each applicable's journal website to determine if they charge page fees or not.

Also refer to the attached accredited journal list, which includes several major indices, such IBSS, ISI (WOS), etc. where you can identify relevant and accredited journals.
I think that will be dependent on the journal relevant to your paper. You'll be charged if you opt for an open-access to your paper. There are several journals in my discipline that don't charge. It will be helpful if you can tell us your discipline so we can recommend some for you.
