I have many evidences that a LncRNA expression is correlated with a near gene. Coding sequence of LncRNA and gene are separated by 1700 pb. This sequence included the promoter of gene (nothing is know about promoter of LncRNA, and gene and LncRNA are transcribed un bidirectional sense).
I cloned this 1700 pb in pGL3 luciferase vector, and then introduce control and promoter plus LncRNA, and luciferase increases (for triplicate and in different cell lines).
So, i can say that LncRNA binds to promoter to increase expression of gene.
The problem is that when i overexpress LncRNA in differents cell lines, i don't see any changes in gene (transient and estable infection).
Why i have these differenc effect?

Your reporter assay: can you define the conditions you have tried in more detail.
Your overexpression assay: I think there is no evidence for such effect. its possible that lncRNA works only when in vicinity of the promoter and this may be linked to transcriptional activity of LncRNA gene itself (Much like enhancers).
