I am currently searching for journals that can be considered to publish work when one do not have any funding for forwarding research work in a reputed journal.
The impact factor varies with the field (how broad a target) of the journal, and not being able to pay should not (in theory) limit the ability to publish your research in a good impact factor journal. It is true that open access journals tend to have a good impact factor because they can reach so many people, but most journals still are not open access, and many of those who are open access also offer the option of publishing a non open-access free of charge (except if you want colour figures). Certainly we will have more and more open access journals, but at least in the field I am used to, I would think that it's still easier to ask people for a list of paid journals than for a list of non-paid journals (again, assuming you don't need colour figures). Plus Shivakumara's link was a great tip for journals that ARE open access and free!! Lack of funding is a great detrimental of research development, but I don't see it yet being on the way of publishing good results.
