I have an idea for a project in bioinformatics that requires plenty of collaboration from people in various fields including, but not limited to biology to informatics. I believe the impact of the project to be basic and long lasting.

Since I am not sure I will be able or willing to find funding and an institution I would like to inform interested parties all over the world and see where it goes from there. If you know how to go about this, please let me know.

I am aware that it is not the standard operating procedures to shout out ideas, just because the system requires people to shut up until long after they got a grant and are ready to publish results. I see this as a severe flaw in the system - hence the above question.
