I'm writing an article about qualitative case study that concerns formative peer assessment at secondary school. The aspect is much researched in higher education, and most of my references are journals like Assessment & Evaluation in Higher Education and Studies in Higher Education. The secondary studies I refer, are spread in journals of different disciplines and technology, but I my scope is more general.
What journal would you recommend, once the study does not fit in higher education journals?
I would recommend you to contact Tony Burner - professor at University of South-Eastern Norway. He is a specialist in this field and has published with similar focus.
Hello Laura, you can consider 'Professional School Counseling.' It's a flagship journal of the American School Counselor Association. It is also a rigorous peer-reviewed journal that publishes high-quality manuscripts on theory, research and best practices for the profession. Best.

Assessment in Education: Principles, Policy & Practice is a good choice. The journal is indexed in JCR. As a rule of thumb, your own references are a good source for choosing a suitable journal. Moreover, the journals you mentioned are owned by Taylor & Francis publication. I do recommend that you search this publication and Springer since they offer a host of relevant journals. You can also use Journal Finder in every publication.

Thanks for suggestion! Assessment in Education: Principles, Policy & Practice is one of the journals that I have considered. My worry is that some articles from that journal that I have read have had a very long time from submission to acceptance. May be a coincidence?
Your rule of thumb is the main source of my problem. I cannot publish in the journals that mostly refer, since they are high education journals.

According to what you said, I think you should reconsider your work! It's not acceptable to cite higher education research when your setting is different. This would seriously decrease your chance of publication.
As for the Assessment in Education journal, it does take a long time to publish your work in this journal. I have one there under review about three months. You should consider about six months to one year to publish your research in JCR journals.
That is the risk, I'll have to take. Some aspects of assessment are only addressed in higher education, even though other levels would benefit from the frameworks as well. I'll tell you how it turned out ;)
Six months is what one would expect. The articles that I was worried about took 1-2 years to publishing.
You might look at The Cambridge Journal of Education and Curriculum Journal in the UK.
