Check the particular journal website, they will always tell you the formatting style required and some others like IEEE will include their template.
I also included a sample template that goes with most journals that publish with Elsevier.
But just as Hadeel has said, it depends on the journal you want to publish your paper in. The template you will always get from their site or on the internet. This is to help you in other publications outside publishing with Elsevier.
There are thousands of scientific trusted journals under Elsevier covering, and each journal has its own special template, and after getting and creating your account in the selected journal you will easily find an editing facility in the main window of your journal(s), just visit the attached links and then select your journal to find a MS-Word template. The format doesn't matter till acceptance, best use any IEEE format that clearly conveys your concept for the reviewers. The final formatting is the responsibility of the journal editorial team.
But how to get it download for independent use while framing the manuscript?

If you want to submit your manuscript to most Elsevier journals :
There are no strict formatting requirements but all manuscripts must contain the essential elements needed to evaluate a manuscript (Abstract, Keywords, Introduction, Materials & Methods, Results, Conclusions, Artwork and Tables with Captions).

In most cases the template is attached in the journal instructions or guide for authors (you have to creat an account).
If this method did not work, Please Keep in mind that :
1-In some journals you have to upload your manuscript in one column (LATEX or doc) no template.
2-In some journals, publication process is only by invitation.
-If still there are some fuzziness. I advice colleagues to ask informations or the template directly from a researcher how already published in that journal (preferable recent papers).

S, there are Soo many journals in Elsevier publishers. Pls go to journal of your interest or specialisation from Elsevier site and get template. That's it. Thank u

Elsevier is publisher in which too many journals are associated. Generally, publication desirability of particular work depends on the journal you want to publish.Every journal have particular template and author s guideline. Just go through it.
I found that initially all Elsevier journals are accepting the paper with a single column format or any other standard formats. After acceptance they are asking to format paper according to their template. They are providing the paper template too.

Elsevier journal do not provide any word format in their website. You can prepare your manuscript in single column format and references according to journal's format mentioned in instructions to author. The prepared manuscript can be sent to journal. If the paper is accepted, the editorial team will format paper in the journal format.
