I completed a policy scan of local governments and immigrant integration in the United States. It would be nice to include year of founding or year of incorporation as an independent variable. ICMA does not have this in their data set. As far as I can tell, it is not a Census variable.

Check with the Secretary of State (or equivalent office) for each of the states, as they should have that information or be able to provide guidance as to where to find it.
US Historical Tables.....? Good question. Otherwise, I would think as someone else has written, you would have to go state by state. Another option would be to check with the US Conference of Mayors. Good luck.

All of the answers above look pretty good...if you wanted to go to the County level, the National Association of Counties would be a good idea, but this might not be what you were looking for.
The census of governments asked year of incorporation in their government organization survey. That part of the survey was discontinued in 1992, I think, but you could get the data that existed as of that time from the census of government files.
Christopher Berry is correct! The 1987 census of governments has the year of incorporation. While the US Census website does not have data that far back, it is available on the ICPSR website.
