There are very free international and national meteorology sources for this work.

For example, you can visit this source https://www.wunderground.com/history

and determine date and location and get the history of temperature and precipitation data and the national source likely have a better result.

Maybe you force to use web crawling tools for doing this work faster.

Then you must have the point data set of location and make a relation with Excel file and points shape file in ArcGIS.
