I am not sure if this is of use to you, but the GRUN dataset offers an observation-based, monthly, global gridded runoff dataset from 1902 to 2014 at 0.5∘ spatial resolution. This data set is downloadable from: https://figshare.com/articles/dataset/GRUN_Global_Runoff_Reconstruction/9228176

Yes, I have gone through GRUN dataset. Problem is, this data has runoff over land, and I need data over ocean (the spread of river discharge into ocean).

These have station discharge data. It seems that the best bet now would be to grid this data into gridded data myself.
