By new journals do you mean journals that will receive an Impact factor in 2019? It usually takes three years for a journal to receive an impact factor. The release of the 2018 impact factors will be made in June 2019. This is for articles published in 2016 and 2017. So journals launched in 2016 will receive their first impact factor this year.
