Probably in DIVA-GIS (http://www.diva-gis.org/Data) you could fin d information. I’m not sure if in this page you will find exactly that are you looking for, but I think that could download some similar bases. I’ve use it to download a different kind of open data.

I don't know any database made in high resolution NDVI, but it's relatively easy to create it from Landsat imagery in 30 m resolution. Access to Landsat archive is free of charge (only previous registration is needed) via EarthExplorer (http://earthexplorer.usgs.gov) In the Data Sets tab, expand "Landsat Archive" list and check L8 checkboxes for contemporary imagery or L4-5 for historical imagery. After download, you can calculate NDVI using any software with raster calculator capabilities.

A free access option to find results of NDVI already calculated is NEO; Nasa Earth Observations (http://neo.sci.gsfc.nasa.gov/view.php?datasetId=MOD13A2_E_NDVI&date=2014-06-01)

As well (but not high res... it's 250 meters) in VI Time Series Database from the Global Agriculture Monitoring (GLAM) Project (http://pekko.geog.umd.edu/usda/test) You can find GLAM VI Time Series Database // Central America 1 and Central America 1, here the Caribbean Countries.

' For the EVI product MODIS13Q1 can be found under the 'MODIS Vegetation Indices' category. Of course you need to be a registered user. For details refer to the attached USGS links.
