Dear Jashua,
You need reflectance data from Red band (600-700 nm) and NIR band (800-900 nm) to calculate the NDVI [NDVI=(NIR-Red)/(NIR+Red)].
If your data has reflectance in Red and NIR bands, you should be able to calculate the NDVI.

Well, if it is having three bands, and if it doesn't have NIR band as one of the bands, you can't calculate NDVI directly. And species identification is better achieved with Hypserspectral data or by Time-series methods. It is a bit complicated if you use three band image for this task, as you may be forced to use parameters like texture, size, shape or canopy etc (Object Based!) to complete the task.

Well, there is a huge gap between 12.5 cm to 10m. Spatial resolutions are quite different. So, in my opinion, it is not advisable!

While google earth engine has a commendable capability in terms of data analytics, GEE is quite closed with what technique they are using to create cloud-free composite. Whether it is statistical methods or pixel QA band based, it is not clear. So, I would appreciate if you could share your experiences with GEE and how it worked for you.
