Send an email to IBM co. and mention that you want to use the CPLEX software for academic research. Then, you will receive an email from the closest IBM branch including a form to fill and sign it. Then, you will have an access to download the last version of the software. This is exactly what I have done for my research.
You can download CPLEX from IBM website, e.g., https://www.ibm.com/products/ilog-cplex-optimization-studio (and select "Try free edition"). You should create an account and then you will have access to the download link. As far as I know, you can get a limited-problem size free version (with limits on the problem size, 1000 variables and 1000 constraints) and you can get an academic full free version by contacting IBM as mentionned by Mazyar.
You can get access through the IBM Academic Initiative website (http://onthehub.com/ibm/). Just create an account (maybe you will be asked to provide some information about your affiliation and courses/projects related with use of CPLEX) and download CPLEX
For some reason the migration to Kivuto is not working and a search for CPLEX returns " No matching products are currently available". The best you can do is to contact directly IBM or Kivuto for support. I needed to re-instal my distribution and cannot find it anywhere. I did contact them, waiting for an answer.

That's true, sometimes the services might be down, but it should not be for long time. I checked it today again -- it works, at least in Atlanta :)
Could you please, clarify what you mean when you ask about ``detailed installation process description''? Which system do you use? Windows/Linux? What are you planning to use CPLEX with (if any) -- MatLab, Pythin, etc...

Hello Zongxiang, I am sorry for my delayed answer. I just see your message. Yes I can but the problem is that each time you will use cplex, the app asks your login&psw. Therefore you have to create an account.

Some time ago, however, I had a similar problem in Python: despite the fact that I had academic CPLEX installed, it gave me the error that I had exceeded the limit of 1,000 variables and 1,000 constraints. Reinstallation of Python cplex package helped.

The initial question of this thread seems to induce a neverending story ... As of March 2021, I recognize that IBM offers and pushes a new version of CPLEX Optimization Studio, 20.1, and took down all previous versions from the servers.
I work for the last two years with 12.8 academic, and wanted to update to 12.10 academic. My university is registered in the IBM academic initiative, so I could register myself as prof in the academic initiative with my universities e-Mail addy. So far so good. I followed the link path on the web site (ibm.com/academic ) down to a page on Data Science and there the tab "Software". There is a tile for ILOG CPLEX Optimization Studio and in it a link "download". Clicking this results in a message that the resource is currently unavailable .... I tried this on three subsequent days.
So I checked the free, but restricted "community edition". This is available for Windows, MacOS and Linux - but only in the new version 20.1 .
So as of today I assume that IBM has not prepared an academic version of V20.1 - but I hope they will do soon ...
(If anybody has an hint where I could find 12.10 academic, for Windows and MacOS, I would be happy. Due to Corona, my students have to install the software on their own computers, and so I have to deal with both Windows and MacOS - in our computer lab this wan't an issue, there we have only Windows computers...)
