We have to know before everything we have to write a proposal for research on a specific subject. To write a proposal you need to read most important articles regarding your subject.

it depends on the type of the study(a thesis or article for a journal or case report). you need to have the most recent article related to the subject of the study in high impact factors journals
Its depend on the study of the paper such as qualitative or quantitative. For qualitative study, we have to read a lot and should cited the impact papers from prior to present. You can synthesizes and merges the several studies. Besides, It depends on the category of journals too.
For a reference list to be comprehensive, you need not cite each and every work that is related to your topic. You should use your discretion and select only the works that are relevant and pertinent to a clear understanding of the research question. In your introduction, you should explain what is already known about the topic and use citations to support your explanation. Make sure that every idea that you have mentioned has been supported with at least one citation. This will ensure that you have a comprehensive reference list.
Use a mix of both old and current publications, depending upon their importance. The reviewer should know that you are familiar with all the works on the topic, and not just the latest ones. It is absolutely fine to use only pertinent papers; it is not possible to cite every single paper in the field. However, it is best to use more of primary sources, rather than secondary ones.

You will require as many literature review articles until you prove that your work is original, fairly or completely new, and presents an optimized approach relative to other existing techniques. You will not only learn that, but also get used to the language in which researchers explain common or different ideas and lay a reasonable ground on the subject in which you intend to explore.
Additionally, we have to make sure that the included literature articles are up-to-date i.e. if we intend to submit our paper let's say today (May 4 2020), then majority of the references must be closely related to the area and must be within the last one or two decades. An extensive coverage with respect to the year will give the readers a good understanding about the subject.
