I fully agree with Ranjan. The common final output (MWth, MWel, kg/s of steam) represent the key of comparison. You can then compare two plants with two different capital costs, fuel costs, O&M cost, miscellaneous costs and to see which is more profitable (NPV, IRR, payback period, B/C, etc.)
