I am conducting an evaluation of professional development using Guskey's Five Levels of Evaluation. I am trying to decide if it is an incorrect application of his model to use the same evaluation question at level 3 and level 4.
Yes, those questions raised before the evaluation process and used during the process can be used in the same evaluation. If it cannot be used more than one level what else would the evaluator used? The same questions can be used in the same evaluation in more than one level.
The questions under levels 3 and 4 are related, but not totally similar. Levek 3 determines organizational impact, while level 4 ascertains skill application by individuals. I do not know how you structured your instrument but it might be a good option to stick to different questions for each level.
The purpose of evaluation determine the questions raised by the evaluators at each level, therefore, after the collection of the data the questions to be answered must be in tune with the questions raised at each level of evaluation. Thank you
