We are studying the Ministry of Health utilization of Twitter for communicating information about COVID-19, and assessing the tweets by using the Crisis and Emergency Risk Communication (CERC) framework.

My question is how to decide when the initial phase ends and the Maintenance phase starts and when does the resolution phase start? I could not conclude that based on the definition of each phase.

For example

“The maintenance phase generally begins when most or all of the direct harm is contained, and the intensity of the crisis begins to subside. As one crisis communicator commented, “You know you have reached the maintenance phase when you get to go home and take a shower.” Communication objectives during this phase include the following”.

“when most or all of the direct harm is contained, and the intensity of the crisis begins to subside”

How does this apply to coivd19 pandemic? when does the maintenance phase start ? Should we base it for example on the end of curfew and going back to work with (Masks, keeping distance ..etc.)? should we consider the number of cases ?
