In the light of what I understood from the question I think that the idea in a research paper possible to turn first to the theory that adopting by other researchers and other works of research and the passage of time as possible to turn into a scientific law either turn it into a reality, this depends on the existence of a patent to the idea turn into Fact.

Thank you for clarifying the question, I believe that the facts lead to ideas? Why, because everything in life needs to be an inspiring source or cause . it is hard to be without inspirational ideas, Also, change of facts is the biggest inspiration of ideas, (that Necessity is the mother of invention), means the source or fact, thank you.
