do you mean a hypothesis is ontologized only after publishing its description in a paper, article or book and not - after talking on it? Sorry, I didn't understand the question well.
Check my question has not received any response leads me to understand that perhaps is not well formulated. The question I wanted to reflect on what is first: if the solution/answer or the idea/question. Not one could say that the solution to every question there and it is only necessary ask the right question? And if so, when an idea / question is written in an article, is not the end of that question more than its beginning?
In the light of what I understood from the question I think that the idea in a research paper possible to turn first to the theory that adopting by other researchers and other works of research and the passage of time as possible to turn into a scientific law either turn it into a reality, this depends on the existence of a patent to the idea turn into Fact.

Dear @thanks for sharing the question. We may speak about two-way road!
"I can’t really remember what article it was, but one of them spoke of the difference between facts and ideas. It said the facts stem from ideas, that facts are generated from asking questions and testing ideas. The article also stated that in the mainstream they held the opposite to be true. my question then is what do you hide to be true, facts lead to ideas or ideas lead to facts. also does the order have any effect on the creativity?"
Good blog about. One may say that it is reversible process, like ideas that generates facts, while after more ideas being generated.
Again, I begin my answer apologizing for the delay it. I have no excuse: I saw that in the early days no response is generated and thought I had not known explain and not checked yesterday, when I had free time to RG.
As to your answer, and by reading the paper you attached, I can tell you've hit the jackpot. What I wanted to ask if it was precisely the idea leads to the fact or the fact leads to the idea.
Thanks for your answer. Maybe you do not expect a comment of mine, in view of the number of days that have passed since your kind contribution. I apologize for not having reviewed yesterday the answers to this question. As I said to other colleagues, the question should ask it this way: the facts lead to ideas or ideas leading to the facts?
Although the question was not very clear, your answer has been very good. Thank you so much, and again, excuse the delay in my response.
Thank you for clarifying the question, I believe that the facts lead to ideas? Why, because everything in life needs to be an inspiring source or cause . it is hard to be without inspirational ideas, Also, change of facts is the biggest inspiration of ideas, (that Necessity is the mother of invention), means the source or fact, thank you.
Thanks for giving me your time, Hussein. Once again about my question, you could say it's better to spend time searching for the question to be spent searching for the answer because the answer is already given.
There is no doubt that every idea brings value to the scientific field that arises, but it does seem to be more difficult to envisage a new problem to find its solution, that is, it's harder find a new idea to shaping it (fact).
