I have a 13 W, 24 VDC luminaire, getting input from a class 2 driver. I had a debate about whether dielectric test is required on the luminaire if the driver is CLass 2, UL listed. And, while I was thinking about this I thought about the potential that would come on the enclosure if it's not earthed. So, what would happen in this case? What potential would be on the metal if I do the dielectric test. Also, as the input to luminaire is coming from the driver, per safety perspective, can there ever be very high voltage on the luminaire such that the insulation between the circuit and metal enclosure might break?

LED luminaires have lower maintenance costs, and improved instant restrike capability when compared to legacy luminaire types. In industrial applications, the proven lower total cost of ownership and increased safety for LEDs are the driving forces for LED luminaires to replace traditional light sources.
The voltage distribution always depends on the stray capacites between the parts conected to potential and free potential. Estimate the ratio and you can calcultate the voltages by using a capacitive devider model. As long you do not have any signifikant inductances in your circuit, there can be no potential higher than your feeding 24 V.
Unless you run a free potential rectifier / power adapter. Then the housing theoretically can take on the fedding line potential for 110 V or 230 V.
