I have found quite interesting facts about the relationship between the apparent cohesion and angle of dilatancy with the degree of saturation in sandy soil from this reference (Robert, D.J. (2010), “Soil-pipeline interaction in unsaturated soils”, PhD Thesis, University of Cambridge). I have attached one page from his thesis which shows that the maximum dilation angle ( max ψ ) and the effective apparent cohesion are strongly affected by the changes in water saturation.
