Almost all health systems recognise the cost-effectiveness of primary healthcare over secondary and tertiary care, and pharmacists have been identified in many health settings as important role players in primary care. Some systems have sought to extend that paradigm beyond drug counselling to include diagnosis and prescribing within pre-established guidelines. The main obstacle to the expanded role has been questions around the theoretical and clinical competency of pharmacists specifically within the context of current pharmacy school curricula.
