The propaganda in its original sense is neutral, and could refer to uses considered generally benign or innocuous, such as public health recommendations, to encourage citizens to participate in a census or election campaigns or messages to encourage people to report crimes to police, among others.

In peacetime, the judicious use of methods and concepts of psychological warfare is of paramount importance to prevent the outbreak of an armed conflict. Used with ulterior purposes or without due caution greatly exacerbate latent international tensions and endanger peaceful coexistence among peoples.

According to my knowledge propaganda is "information, ideas, or rumors deliberately spread widely to help or harm a person, group, movement, institution, nation, etc. " http://www.dictionary.com/browse/propaganda

Propaganda may be positive (to help) or negative (to harm). For instance renewable power propaganda is a positive thing (to help) according to me.

However, psychological warfare is a type of war (destroy person, family, group, community, country or world).

An enemy is defined and targeted there. The aim is to destroy him or her or a group. In other words, to kill him or her or a group. It is a painful and long murder action. It has many illegal actions according to national and international laws so that crime according to national and international laws. It is a very dirty war. One of the good examples is related with childhood love, fiancee, wife etc.. It may be seen a weekness or week point for the victim. For a man or for a woman. They can use this weekness very badly or disturbing way.

Moreover, it is a kind of long term plan and attack. For instance, it had been planned 20 or 30 years ago. It was acted or attacked 15 to 10 years ago and it continued for 15 to 10 years. It will possibly continue for a long while more. Its consequences were already observed and will be observed in due time. As an example chance in borders of countries, change in demographic distribution and structure, change in religion in next 10 to 50 years or so on. I try to explain the timeline. I hope I am able to explain very clearly. Some good examples for psychological warfare in past 10 to 15 years are cases of Iraq, Syria, Libya and so forth. In short Middle East and North Africa. You can find many documents (reports, journal papers, conference papers etc.) about those cases. They are facts and real actions and attacks. Hence you can learn alot from them.
