Check for one of the Analog Devices ADuM microcontrollers. There might be 'something' available that integrates everything except the wireless transmitter. Which would require an additional IC. Anyway, this task will be quire challenging. Eventually requiring dies bonded to the PCB to reduce size.

Though: I don't know the size of your rats. Maybe you'll have to resort to giant rats :)

Try using nRF51 (Nordic Semiconducors). But you have to design your own PCB using small footprint smd components (0402) and a ceramic antenna. nRF51 is a bluetooth SoC which has a 32-bit ARM microcontroller on it. But it does not have the DAC necessary to drive the bipolar electrodes. so you will need a DAC and a different amplifier.
