The city manager, in the city run by a council-manager form of government, is faced with a relatively simple, but highly charged, public administration problem. He knows several alternative policies, which, if implemented, will solve this problem with various degrees of success. However, he does not wish to show support for any one of them as the city council and the general public is aware of each of these alternative policies, and is fairly evenly split into supporters of each. Should the city manager show his support for either one of these alternative policies now, he runs a good chance of losing his job through a slight majority vote against the idea (and him) in the city council. The city manager has one month to come up with a single policy proposal; which in reality comes down to showing his support for one of the alternative policies which has as many opponents as supporters, as there is nothing new to be invented. What should he do?
