Today I came across a paper in IEEE CVPR (a top conference in the field with high reject ratio), which is based on an algorithm, originally published by me 15 years ago and does not even cite my paper.
In particular, the algorithm presented on p3 of the paper (and is claimed as being original)

is the same as the one published by me at IEEE Signal Processing Letters, in 1999

What measures do you think I should take?
Well, an interesting but of course also a disappointing issue. I would probably contact the authors first and point out your reference, maybe they have just overseen your publication? If they do not retract their thesis on their own, perhaps you can claim to the conference editorial board?
