Nepal shares an open border with India. There is no restriction for people to move across the border between India and Nepal. In addition, there are no administrative records capturing the entry and exit of any Indian and Nepalese people across the border. Moreover, the crowd at the border makes even to count the number of people crossing the border between Nepal and India too difficult. In short, there is no previous idea about the volume of people coming from India via land. On top of this, I want to estimate the Indian tourist expenditure. I am wondering how shall I design my sample so that the estimate represents the entire universe.

You can't represent the entire universe, but you can represent the population by obtaining sample means using the correct sample size. To estimate tourist expenditure you would need to design a survey
