Briefly, my study will be on determining association of some qualitative risk factors among adults and paediatrics who are infected by dengue haemorrhagic fever in the same population. This is a retrospective study. The outbreak already taken place last year. So is my study considered retrospective cohort or case control?

It looks like it a retrospective cohort study
see Retrospective Cohort Study, all the events - exposure, latent period, and subsequent outcome (ex. development of disease) have already occurred in the past. We merely collect the data now, and establish the risk of developing a disease if exposed to a particular risk factor.
It is case-control, you are recruiting patients who are infected by dengue haemorrhagic fever but determining association of some qualitative risk factors in current situation, so your are not referring case history but trying to proove their association in present condition.
