There are a number of good book on how to do qualitative interviewing. I recommend Rubin & Rubin, Qualitative interviewing: The art of hearing data.

There is a resource I used while analysing my PhD data around three years ago. I found it quite useful then and still make use of it when necessary.

You can have a look at it and see whether it might also serve your purposes.

Don't you think it will be hard to make structured questions for an interview about a concept you describe as very fuzzy? Maybe interviews with one open question will better serve its purpose and let the interviewes themselves describe and define the concept?

Anyhow, I can also recommende Kvale's book about interviews but would suggest the updated edition.

There is now a 3rd edition of this book (2014), with the authors listed as Brinkman & Kvale, since Kvale die some time ago.

The main difference between this book and Rubin & Rubin is that the latter has much more in the way of practical, "how to" content.

If the concept is fuzzy and relates somehow to a person's life story (I infer from individual level) the autobiographical narrative interview may be a way to go. The focus here is on what person wants to say rather than what a researcher wants to hear, which gives it the exploratory character you might be looking for. It also makes your job to ask just one question that point a person towards direction that interest you (usually in a form of "please tell me about...") and shut up (not to intervene) until a person finishes his or her story when he or she feels it's finished (we call it a coda). Since you aren't really allowed to speak much during the interview it gives you time to follow the content, semiotic aspects or behaviors expressed, while constructing the life story. It's quite exhausting to keep this kind of focus for at least an hour (often more), but I love this method since it makes you aware how people construct and explain their conceptions of how the world works.
