We have three-time observations (common commuting route)

longer time (LT)

normal time (NT)

shorter time (ST)

I am trying (LT/ST≒ Travel Time Index) to find a number that can be used as an index for removing outliers. Some drivers are reporting longer travel times 12 times more than shorter times. Is that normal?
