It is generally accepted that because of the uniqueness, uncertainty and complexity of project assignments, not all the experiences gained and lessons learned from past projects have the same value for future projects or operations.

How can we draw the line or differentiate between generalised experiences that could be of value for future projects or operations and specific project experiences that is useful perhaps for individual learning?

I will appreciate it if you can provide me with your thoughts or with recommendations to organisational learning literature / project management literature that look into this issue.
