What is the appropriate theoretical framework to adopt when investigating the internal factors that influence the successful implementation of ICT projects in academic libraries?
What do you mean by ICT project implementation? There are so many tools, which tool and for what purpose you are going to use? With out knowing all these, one cannot give proper advise to you.

I think that you need to identify the correct methodology for project management, PMI or Prince2, and in second moment, the technology for your implementation (exist many solutions, but the correct is concecuence of analysis of necesities, not for the prestige of the software)
Your question is very generic. It all depends what is it that you are trying to identify in your study. What specific ICT project are you analyzing? If it is implementation of Library Information System than perhaps you can start with CSF for IS implementation (thus IS implementation frameworks). There are many studies for this. If it is an upgrade/improvement than perhaps you can look at factors that are important during project implementations and look for project management frameworks. Also, when you say internal factors you also have to consider whether it is the hardware/software component (ex. legacy systems etc etc) of the ICT implementation or the management/people component (ex. top management support, change mgmt etc etc).
I would suggest you to see the existing literature once you have identified what is it that you are doing in your study, and start from there to develop a framework that would work for your case. Regards.
