What temperature PTFE compacted powders should be sintered.is that sintering should be carried in vacuum furnace.

PTFE being matrix and graphite being reinforcement, has to be sintered after compaction.

I refer to the previous question on the researchgate link below please go through to see that it is not easy to do the compaction directly.
