The steps according to me:
1. Define the educational issue (specificity is very crucial here).
2. Examine literature on the issue a) globally b) regionally c)locally.
3.Find an appropriate theoretical framework on the 'issue'.
4. Generate your own perspective (model!) in a befitting conceptual framework.
5. Collect data from your proposed population.
6. Analyze your finding while proposing your model.
