It is a jumping spider, family Salticidae. While I am not familiar with the Phillippine fauna, check the genus Cosmophasis.

Cosmophasis is a genus of the spider family Salticidae (jumping spiders).
Binomial name: Cosmophasis thalassina
Type species: Plexippus thalassinus
