Open water fisheries resources are of great ecological and economic importance. To manage these resources properly what sorts of research should be emphasized? Please share your expertise and experience.
The two environment are different. The dynamics in each has its specific properties that define the management approach. Fresh water fishery is geographically limited and the ecology of the system can be explored with least cost and also time. The predators (fisherman) are easily controled and identified. Their fishing effort i of a smal capital investment in general and is in general easily controlable. The difficulties rise in dealing with conflicts of use between different users of the resource (water) as mean of income (transport, tourisme, etc..).The mean danger is the polution from the surrounding land based activities.
The open sea or saltwater fisheries is in general of huge capital investment, which means a powerfull political influence, especially in countries with none or few democraticy experience. The control is very costly and the problems are multiples. I spent ten years in fishing activities and I quite to do my PhD in economics to understand why it is so. You are absolutely right. These are completely different environments and need different management approach. But both environment are extremely important. Lets consider the freshwater first. This environment is important especially to the small scale fishers with small capital. Though the contribution of freshwater fisheries to the national economy may be much less the the contribution of marine fisheries but the number of beneficiaries are more in freshwater environment. Unlike marine environment, people don't need much capital for fishing freshwater. You have a fishing gear and you can fish to contribute to the the nutrition of your family and support the your livelihood. In spite of having significant importance, the freshwater fisheries is facing lot of problems, both natural and man made. Climate change, creation of dams, communication system, over fishing, agro-wastes and other pollution are the major problems. A number of freshwater fish species throughout the world are now threatened. For instance, 54 of 265 freshwater fish species are categorized as threatened by IUCN Bangladesh, 2000 though I believe the exact number is higher. We need to know the life history traits, biology, growth, stock of the fish species. Then we need to know about habitat specific threats to the fisheries. Only then we could suggest proper management strategies.
All your questions and suggestions are legitimate. My only concern, is how much time you need to answer all this questions to porpose a proper management strateggie as you said. So, you should think about the "science" of course, but do not forget the people. May be by the time you find all your answer, the stock of fish will be already destroyed by people. So you need to educate people and most importantly fight corruption. the second important thing is to find an alternative source of income and food for the people. In one word, you need to think about integrated management for the resources and the people.

the answer is simple: how much money You have for that strategy?
1. if You have a lot: all the (in most of the cases useless) answers will be available in (very) short time, provided by consultants from (mostly) Western Europe
2. if You don't have any: Peace Corps volunteers will suddenly be available, even if (as usual) they don't have any idea on the subject...
Ther Mosadiqur-arrrahman, you have an excellent indication from Mr. Zsolt. So in the case of a country like Bangladesh, I am sure you will have no consultants (they are busy in conferences and in deep discussion to please some policy makers elsewhere).
As for the volunteers, you have to rely only on your own people. Believe me, you will be surprised by the ingenuity of simple people how to do things. "The west is no more the Best". The west have already ruine the planet. So do rely on your people. My only consern is how much you have access to the internet. If you do have full access, then evrything you need as texts, informations, etc... is there. spend time reading and discussing with people. Take the best of the ideas and practices you find and discuss it with your own concerned people to elaborate plans in which every one is involved.
Yeah, we don't have a lot of money available for these purposes, but we certainly do have a lot of peace volunteers available. And also we have sufficient internet facilities here. But, there are a lot of conflicts here political, economical, social, institutional etc..However, lets be positive and hope we will be able to save the diversity..But we actually should have a long term sustainable plan for resource management. And to this we need some important information and research. My point is what type of information and research do you think we need for sustainable open water fisheries management???
