You might want to check this. They have some plugins that can project landuse. The best I've used is land change modeller extension in idrisi software but it isn't free
FLUS model: is an integrated model for multi-type land use scenario simulations by coupling human and natural effects. At the same time, the spatial simulation module of the FLUS model was made into GUI software named GeoSOS-FLUS .
It was developed as an extension of the previous GeoSOS software to facilitate the multiple land use change simulations. The software provides a multiple CA allocation model for simulating land use change and scenario analysis.
You can download GeoSOS for ArcGIS 1.1.2a (last updated on 6 May 2018) from link below , includes software installation file, default tutorial data.
